Abstract

This paper discusses collective negotiations by public sector employees in Ohio, a state which has not enacted laws governing bargaining by public employees. Public employees in a number of the states without public sector collective bargaining laws enjoy bargaining rights through voluntary authorization by local government jurisdictions. Bargaining in such an environment has similarities and important dissimilarities to that in a state with laws.
