Abstract

This article examines why the Commonwealth of Virginia is one of only two states which statutorily prohibits collective negotiations in the public sector. The article traces the history of public sector bargaining in Virginia, then analyzes the arguments put forth by opponents to legalized bargaining. Next, the plight of Virginia teachers is studied, and the article concludes with an examination of the different ways public sector bargaining can be legalized in Virginia.
