Abstract

The article discusses the nature of mediation and, particularly in the public sector, qualifications of the successful mediator, techniques of public sector mediation, the politics of negotiations in the public sector, and emphasizes the importance of an activist approach or point of view on the part of the mediator. The progress of positive mediation in a particular dispute is set forth. The article continues with further discussion of techniques in mediation, and returns to the qualities which in the opinion of the author are essential for success in this field.
