Abstract

The article traces the recent development of teacher unionism in public education and higher education. Particularly cited is the impact of Federal and state legislation, plus some other factors such as the NEA-AFT rivalry, on the progress of teacher unions. Texas is used as a specific example to illustrate some of the dynamics involved.
