Abstract

This article examines rights of public employees to engage in quasi-strike pressure tactics, such as showdowns, speedups, sickouts, and mass resignations. Of particular interest are the characteristics of these tactics and the judicial rationale in law cases where rights of quasi-strikers arise. Also examined is the extent to which certain kinds of constitutional protections apply to public employees engaged in quasi and conventional strike activity.
