Abstract

This article analyzes 232 decisions of the Federal Labor Relations Council to assess allegations that the Council shows a bias toward management in its decisions. The analysis indicates that a significantly greater proportion of union requests for appeal were turned down by the Council than was the case for agency requests. However, once an appeal was accepted for further review, the likelihood of a favorable decision was found to be approximately equal for either party.
