BARGAINING STRUCTURE IN THE PUBLIC SECTOR: THE TVA "MODEL"

Abstract

The efficiency of collective bargaining relationships between the Tennessee Valley Authority and unions of its blue-collar, white-collar, and professional employees has resulted from the bargaining structure at TVA, including the determination of bargaining units and the centralization of union bargaining structures. But centralized union structures have recently emerged as a potential danger. The TVA experiment in decentralizing its own organization for union-management relations and sharing decision-making power between a central personnel staff and line management has shown itself to be successful.
