Abstract

To provide insight into the manner in which city managers are dealing with public employee collective bargaining, interviews were conducted with sixteen managers in Iowa, focusing on: the methods used to prepare themselves for bargaining; their bargaining roles; and the organizational structures being developed. The authors conclude that collective bargaining and labor relations expertise is an attribute that most all contemporary city managers will soon find to be of critical importance.
