Abstract

This article outline current practice in resolving grievability/arbitrability disputes that arise in the federal sector. Discussed are the requirements of Executive Order 11491, problems that have developed in handling grievability questions, current policy decisions issued by the third parties responsible for administration of the program, and alternatives available to federal labor relations practitioners faced with resolving gievability/arbitrability problems.
