Abstract

Police/fire-fighter parity has generally been analyzed within the relatively narrow context of wage and benefit parity. Parity is analyzed here in a much broader context employing the conceptual framework of John T. Dunlop's industrial relations systems. The legal implications of wage parity are discussed initially, emphasizing the impact of such arrangements on both the police and fire-fighter employee organizations and the municipal employer. The technological and power relationships among the three groups of actors and the economic context are then analyzed. The study concludes by offering a means of reaching a compromise over parity issues employing a small numbers bargaining model.
