The interdependencies between environmental policies and policies for almost all the rest of society's concerns are receiving a growing recognition. Nevertheless, current evaluation of environmental policies fail to satisfactorily account for these interdependencies. The major reason is that presently applied evaluation approaches practice <i>analysis</i> instead of <i>synthesis.</i> This paper elaborates on the consequences of applying analysis, the need for attempting synthesis, and the principles that must govern synthesis in environmental policy evaluation.
