Abstract
The author was the keynote speaker at the first annual Conference of School Board Negotiations, National School Board Association Convention, Miami Beach, Florida, April 21, 1979. As a veteran of more than a dozen years of participation and analyzing the public-sector scene, the author shares his views and insights regarding the role and responsibility of an advocate.
