Abstract

This paper traces the historical development of the rights of public employees in Virginia between 1935 and the present. The present status of collective bargaining in Virginia is discussed and summarized including a recent ruling by the Virginia Supreme Court regarding the legality and enforceability of collective bargaining agreements between public employees and their public employers.
