Abstract
This paper considers the usefulness of fact finding as a conflict resolving technique in public sector interest disputes. Specifically, the paper deals with situations in which binding interest arbitration follows unsuccessful fact finding. Two alternative configurations of fact finding are considered: the more formal "advisory arbitration" mode and the less formal "super-mediator" made. The authors conclude that the latter offers the most potential as a dispute settlement technique. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
