THE IMPACT OF ARBITRATION ON THE PROCESS OF COLLECTIVE BARGAINING

Abstract

The purpose of this study is to investigate the impact of arbitration on the process of collective bargaining. This attention to process rather than outcomes of bargaining is a response to the need for utilizing multiple criteria in determining the success of the arbitration procedure as a strike substitute. A comparison of the responses of public sector negotiators in an arbitration and a nonarbitration state reveals those negotiating under an arbitration statute do not consistently have a more negative attitude toward their bargaining partners, contract settlements, or impasse resolution procedure.
