Abstract

This study examines the relation between the levels and the changes in base salaries and fringe benefits. There is a negative correlation between both the levels and the changes in fringe benefits and base salaries for the 258 Kansas school districts examined for the years 1983 - 1984 and 1984 - 1985. This is the result of a limited ability of obtain revenues for the operation of the school districts concomitant with direct tax incentives for both teachers and school boards to negotiate higher fringe benefits relative to salaries.
