GRIEVANCE ARBITRATION IN THE PUBLIC SECTOR: STATUS, ISSUES, AND PROBLEMS

Abstract
This article provides background on grievance arbitration, examines literature, provides new data on the issues that come to arbitration in the public sector, and analyzes questions related to scope of arbitration, challenges to finality, and the impact of the process on public sector management.
