P.L. 94-142 - THE IMPARTIAL HEARING OFFICER: CURRENT TRENDS

Abstract
In 1979, M. J. Fox, Jr. and William Stack proposed that the "labor arbitrator" model be used to train impartial hearing officers to function in fulfillment of the specifications of Public Law 94-142. A review of the literature of state training manuals for impartial hearing officers indicates that s solid body of material exists specifying the procedures for training impartial officers. The training manuals indicate that the states have established the same standards of impartiality and performance that Fox and Stark recommended. The materials also indicated that the role of the hearing officer has been extended to issues other than those specified in PL 94-142, such as discipline and faculty grievance procedure.
