A TIME SERIES ANALYSIS OF PUBLIC SECTOR STRIKE ACTIVITY

Abstract

Several studies have examined the aggregate time-series behavior of public sector strikes. There are, however, a numbers of inconsistencies in the findings of these studies. The present study attempts to reconcile these differences and extends the analysis to the 1946-80 period, the most recent data available. For public sector strikes as a whole, the most consistent predictors of time series behavior were unionization and price changes. Teacher strikes were found to be negatively related to unemployment and positively related to inflation, as are private sector strikes. In addition, permissive bargaining legislation is positively related to teacher strike activity.
