Abstract

Collective negotiations in the public sector owes much of its history to those experiences that occurred in the private sector and to the legislation that accompanied those experiences. Bargaining in the public schools has brought about conflict and competition between the National Education Association, the American Federation of Teachers, and the National School Boards Association. As a result, state legislatures in most states have passed mandatory collective bargaining laws in an effort to solve these conflicts.
