AN EMPIRICAL EXAMINATION OF GRIEVANCE RESOLUTION AND FILING RATES IN THE PUBLIC AND PRIVATE SECTORS

Abstract

While it is generally believed that public and private sector grievance procedures differ, little empirical research has been done to explicate those differences. This study identifies and quantifies differences in grievance procedure effectiveness, as measured by grievance resolution and filing rates. A sample of eighty-seven public and seventy-three private sector firms representing a broad cross-section of organized firms was obtained with the help of the American Arbitration Association. Results indicate no differences in resolution rates at the first two steps of grievance procedures for public and private sector organizations. Public sector firms had higher arbitration rates but lower grievance rates than did private sector firms.
