THE FEDERAL SERVICE IMPASSES PANEL: A TEN-YEAR REVIEW AND ANALYSIS

Abstract

The Federal Service Impasses Panel serves as the major administrative agency to resolve federal sector bargaining impasses. As a branch within the Federal Labor Relations Authority (FLRA), the panel has been given given broad authority to resolve collective bargaining disputes. Using FLRA annual reports, telephone interviews, and other administrative data, this article presents an overview of panel activity during the ten-year period 1984-1993. Dispositive activity of caseloads is noted, along with data analysis. Substantive issues over which deadlocks occur are reviewed.
