Abstract

This article examines the struggle over how to handle federal labor relations during the Kennedy and Johnson administrations. The major emphasis is on the debate during the Johnson administration over how to alter the Kennedy Executive Order 10988. Through an analysis of the Washington and Austin archives all sides of the debate are discussed.
