Abstract

This article describes some of the possible implications that downsizing could have on public sector employment. It reviews some attempts previous administrations have made to cut the size of government, control rising costs, and improve performance. Restructuring and privatization have occurred with minimal effect on the public in general. However, the public employees' morale deteriorates whenever politicians blame the public servant when they are confronted with a public crisis. The last section indicates these situations could pose related challenges/opportunities for public sector unions. Several recommendations are made to increase the efficiency and effectiveness of the government work force.
