Abstract

Interest arbitrators generally consider at least three decision criteria when formulating their arbitration awards. Among these criteria is wage comparability. Making a comparison of wages and benefits is a complex task. This article examines two components of that task. Using a sample of public sector interest arbitration awards, this study identifies the factors arbitrators indicate they use in forming comparable employee groups and examines the comments arbitrators make about dispensing distributive justice.
