ADMINISTRATIVE ATTITUDES TOWARD LABOR CONFLICT RESOLUTION IN THE PUBLIC SECTOR: AN EMPIRICAL INVESTIGATION

Abstract

Attitudes of high-level administrators toward labor militancy in the public sector were examined in six New York City line agencies. Approximately three quarters of the respondents selected compulsory arbitration as the preferred means for resolving labor conflicts in government over an alternative supporting the legitmacy of civil servants to strike, which about one quarter supported. Some variations in attitude according to position in the hierarchy, agency membership, length of time at agency, sex education, and perception of one's own administrative role were found.
