Abstract

The paper examines efforts by public employee groups and associations of public employers to lobby for changes in New York State's Public Employees' Fair Employment Act (Taylor Law). The author finds that such efforts vary by organization according to philosophy, perception of the group's influence, and the group's desire for change.
