Abstract

The author contends that federal procedures for solving negotiability disputes and impasses have failed to protect the interests of the government workers and the public. The article describes some of the cases that illustrate this problem. The examples support the union's appeal for legislation to make federal employee bargaining procedures more equitable for the employees.
