Abstract

Interactions between police unions and their governmental employers may be more readily understood if they are viewed in a multilateral labor relations framework rather than in a traditional bilateral framework. The multilateral model recognizes the interdependence of collective bargaining and interest-group activities in a political context. The bilateral framework is more limited and centers on collective bargaining over wages and working conditions. Examples from a study of police unions in 22 cities are given to support this concept.
