Abstract

The dilemma: how to allow public employees to get their fair share of the economic "pie"--which involves the strike threat--while making the public proof against the interruption of vital services. A possible solution: let the taxpayers who will pay any granted increases serve as arbitrator on stalemated issues via the referendum process.
