Abstract
The researcher analyzed sample Michigan Teachers' strikes that lasted more than 10 days the years 1971 through 1973. The trends and characteristics indicated by these strikes were used to assess the political effectiveness of a number of proposed impasse procedures on the state legislative level in Michigan. The empirical data did not provide definitive answers regarding the wisdom of legislative proposals, but did suggest that certain procedures are likely to prove useful and others are likely to be ignored. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
