Abstract
This paper describes the efforts made by fire fighters and policemen in one Texas county to gain favorable benefits. The firemen proved to be a political force with substantial influence at the state legislative level, where they succeeded in obtaining the first Texas legislation authorizing collective bargaining for public employees.
