Abstract

This article is an edited version of the City of Minneapolis' appeal brief to the Minnesota Public Employment Relations Board involving a bargaining unit for professional employees. The City's case covers the criteria of the Minnesota law and argues for a citywide unit of professional employees. Factors examined include the effects of overfragmentation, the practice of other governmental jurisdictions, and history and extent of organization. The appeal was later dismissed by the Board.
