Abstract
The author recommends the integration of a neutral party into negotiations in education from the beginning of bargaining. Also delineated are four roles or procedures that the neutral, called a negotiations facilitator, could accomplish to serve the public interest during negotiations. Several other suggestions to provide consumer input and flexibility into negotiations and contracts are described.
