Abstract

This article cites the necessity for a pragmatic approach to the question of whether collective bargaining legislation is desirable for the conduct of the Federal labor-management relations program. The paper rebuts a recent Journal article by J. W. Mulholland and questions its approach, which the author feels contributes little to a realistic appraisal of the federal labor-management relations program.
