FACT FINDERS AND THE RESOLUTION OF ISSUES AT IMPASSE: A SURVEY OF NEW YORK STATE PERB NEUTRALS

Abstract

This study looks at how PERB panel members narrow the number of issues they will treat in an impasse and the criteria used for making the decision as to what issues are considered. It examines PERB panel members' full-time occupations: percentage of annual income derived from natural work, number of years as a neutral both with PERB and outside, and percentage of time spent in arbitration, mediation, and fact finding to find if any of these variables affect a neutral's perceptions of the appropriateness of the fact-finding process for the resolution of commonly submitted issues.
