Abstract

Motivated by recent research demonstrating that collective negotiations legislation has had no effect on teachers' salaries, this study asked the further question "What then are the effects of collective negotiations laws?" Of the seventeen financial and nonfinancial educational policy outcomes used as indicators of educational quality in this study, collective negotiations was found to have the most dramatic impact on the pupil-teacher ratio in elementary schools.
