SOME PROBLEMS FACING ADMINISTRATORS IN THE ORGANIZATION OF COURTHOUSE EMPLOYEES IN PENNSYLVANIA

Abstract

This article examines some special problems confronting administrators when courthouse employees organize, as in Pennsylvania. These include: 1) recognition without an election; 2) courthouse unit determination; 3) confidential employees; and 4) supervisors. Court decisions and labor relations board rulings are cited in determining the current interpretations of Pennsylvania law.
