AbstractAlthough Texas public employees (other than some essential service employees covered under separate laws) are not permitted to bargain collectively or strike, this has not prevented bargaining and strikes from taking place in municipal jurisdictions. This article reviews the laws, rulings, and case precedents affecting these employees, the status of bargaining, and the problems. Some solutions are suggested.
