COLLECTIVE BARGAINING AND ACCOUNTABILITY IN EDUCATION: A SUGGESTED SYNTHESIS

AbstractThe thesis of this paper is that collective bargaining and accountability, thought to be mutually exclusive, are in fact compatible and that this compatibility can be operationalized. The author lists real and perceived problems relating to the integration of the concepts, and suggests ways to overcome them. The proposed solution shifts the locus of bargaining from local districts to the state level.
