Abstract

The author examines the status of public labor relations in New York State ten years after passage of its Taylor Law and finds that many dire predictions have not come to pass. Several studies revealing attitudes among school personnel toward negotiations and each other are described. From these the author concludes that some similarities between public and private sectors are being ignored by school personnel, but that growing public sector sophistication may bring about greater cooperation and better control over conflict.
