Abstract

The author's research into the collective bargaining process revealed that it is controlled primarily by various political forces rather than by the actual exchange at the negotiating table. This influence is seen through the reflection of the community's political climate in the elected and nonelected officials involved in the bargaining process. It is also evident in the internal affairs of the school board and the teachers' union. Political forces, along with other factors, also control the relationship between the principal negotiators and set the limits within which they can bargain, thus largely determining the decisions made.
