Abstract

The fastest growing federal employee union, the National Treasury Employees Union has demonstrated its legal prowess by successfully suing the president of the United States for a retroactive wage increase and challenging the government's prohibition against picketing by federal employees. A pacesetter in multi-unit negotiations at the agency level, the union envisions a collective bargaining bill for the federal sector patterned after the National Labor Relations Act. Once an association of revenue collectors, NTEU has expanded its jurisdiction beyond the Treasury Department and, as a member of the Coalition of American Public Employees, has established a community of interest with other public employee unions.
