Abstract

Grievances arise from personal claims or for organizational reasons as a continuation of collective negotiations. Generally the breadth of entry of subjects into the grievance procedure depends on where the final authority lies in the terminal step. The treatment of the school building principal in the grievance procedure will often determine the genuine place of the principal in the school systems management structure.
