Abstract
The contents of the earliest Los Angeles County teacher contracts shows that contractual scope was generally limited to the list of mandatory subjects of bargaining contained in the recently enacted Rodda Act. Interviews conducted with thirty-four teacher association and school district negotiators produced evidence that management was more successful in obtaining their top collective bargaining priorities than teachers were.
