Disabling Communities: The Impact of Regulatory Proceedings

Abstract
The social impacts of regulatory decision making upon affected citizens are evaluated. In part, these impacts stem from the differing perspectives of regulator and citizen regarding communication, expertise and acceptability of risk. A hard approach to regulatory decision making results in procedures which can have a "disabling" effect upon citizens. Analysis of a case study is used to illustrate the dynamics of disabling.
